What I think of as real British eccentricity (any real eccentricity) is marked by being wholly unselfconscious, it is not done for show or effect it is simply the way a person lives, dresses, talks etc.

I wasn't sure if the photograph you used was supposed to illustrate eccentricity - but to my eye the whole place looked too controlled, tidy and MUCH too clean. If there can be a common feature of eccentricity I'd say it was lack of attention to cleanliness.
